Reporting them the way you said is the only way. The report does go to the enforcement team, and they will investigate, and if they find that is what happens, they then proceed with the necessary actions to the account. You stated that you had a ddos attack.
The thing with that is that ddos attacks attack your isp, not Xbox Live, so their is nothing that Xbox enforcement can do, as it does not affect Xbox. Your ISP is the only ones that can help you with a ddos attack. For more info ddos attacks have a look here

The problem is, since DDoS attacks (which is what is actually booting offline) don't originate from the Xbox Live service, Microsoft can't really do much.

Instead, you need to contact your Internet Provider, who can start logging your connection, so they have evidence of the DDoS attack happening, and then press legal charges, as DDoS attacks are illegal.

Didn't realise this was a problem, but somehow another player was able to get our IP. My brother was in a party/playing Fortnite save the world with said player and they threatened him. Then read out our IP and said they'd "Fry" his internet and hack his
Xbox. The Internet was going out every so often, but I did find a way to change the IP, and then the attacks stopped. The player was reported and blocked.
I'm not completely sure if its an Xbox OR Fortnite problem, so I'm posting this here just in cause.

I don't exactly understand how this could happen, but how seriously is this taken with Microsoft/Xbox ? Will they be dealt with or is reporting them not doing anything? Should I contact Microsoft/Xbox another way? And is there anyway to prevent people
from seeing our IP's again?

You need to report them to your isp as well they will change your ip and investigate the ip doing the attack
