Dashboard not loading up

My Xbox One isn't loading the dashboard. It can power up and the green XBOX ONE screen appears for 15-20 seconds but in place of the dashboard just a black screen appears with nothing. The controller connects and holding down the power button brings up the
turn off console/controller menu up but the report a problem button does not work. Have tried turning it off and on again several times, and was able to remove my game from the disc drive. Has my console bricked itself? It was completely fine 3 days ago and
I've kept the firmware up to date.

I seen core services were down a few days ago but status says all xbl services are up and running why am i still having this problem

Got in touch with someone from Tech support who suggested updating the system with sub but it doesn't seem to work. I don't hear any powering up sounds after I hold down the eject and bind buttons for 10-15 seconds. Tried doing a factory restore with the
same method and that hasn't worked,

The service form states that my warranty expired on Jan 15 2016 and I'll have to pay 84.99 for it. I only ordered my console new in the box on March 23 2015 from Amazon, how can the year warranty be up if I've only had the console for 11 months?

 

On a whim I made double sure that my USB had been formatted NTFS and the factory restore seems to have worked. So glad I don't have to pay to have it serviced.
