Did you do a hard reset ? (hold xbox logo on console for 8 seconds) also , reset the modem and router... then I would "sign out" of your profile , then back in....last , I would delete your profile then re download it ...

Deleting my profile finally fixed it, I had waited to do that one last as some of my games hadn't synced yet but they finally did today, thanks!

Looking at the latest
Xbox Insider blog post, it does state that there are some system bugs, with tiles not appearing as they should. I would hold down your guide button and report this, so the team is made aware.

You might want to follow
Brad Rossetti on Twitter (Xbox Program Manager), who posts when builds are available, and if there are any major trending issues that affect enrolled consoles and services.

Xbox Insiders on Twitter also posts information that is relevant.

I have already done the reset and i have signed up to the insider so have just downloaded the update and tiles are still blank

Xbox Insider Program? We recommend
power cycling the console by holding down the power button on the console for ten seconds. If this does not resolve the issue, we recommend performing

a soft factory reset. This factory reset will keep all the games and applications installed on the console, but it will remove all the profiles. Therefore, the email address and password of those accounts must be known before this step is taken. Be sure
