Custom profile pictures not showing

When you get a chance, try removing your profile from your Xbox One, followed by a full power cycle (hold down the power button for 8-10 seconds until it shuts off completely), then once your Xbox One powers back on, add your profile back.

I tried doing that and a factory reset, and it still didn't work.

Thank you for keeping us updated on the situation. Is the account that is trying to use a custom profile picture a child account or adult account? Be sure to let us know the results!

It is an adult account. Reputation is completely fine too, so still not sure what's going on. Contacted support even more times and still nothing.

This has been going on for about two weeks now. I attempted what you said. I contacted them through live chat and phone. Live chat went through with me on uploading photos from the Xbox, Phone, and PC apps. Still nothing has changed.

The phone support told me that it could be an issue with being an Xbox Insider member. I posted on the subreddit: https://www.reddit.com/r/xboxinsiders/comments/9iwsf8/custom_gamerpic_verification_taking_forever/

Xbox Insider: " this doesn't appear to be an Xbox Insider issue."

So now I left with going back in circles to figure out what this problem is.

Microsoft has temporarily disabled custom picture uploads for Xbox Live, including gamerpics and club images, to help it "streamline moderation"
and support the community -- in other words, to help its staff keep up with a surge in demand from people staying at home.
