Custom profile picture

Both of these photos were rejected. The girl in the blue shorts got rejected, but I don't know why. It wasn't provocative or profane. I really don't see how it goes against the guidelines. The second photo is just a female bodybuilder showing off her legs.
How's that provocative? I mean it's not even that bad. The third photo is one of my friends that uploaded it, it worked for him but not me. Why is that? I wish I had evidence to show that he had it, but it really doesn't make sense that he can upload but I

If you have a Android device (iOS public build coming soon, TestFlight is not open to general public), you may install the Xbox (Beta) application from the Google Play store to have the ability to upload a custom image from your mobile device. Custom images
is still in beta/testing stage and has not yet been released to any public builds yet.

It is an adult account. Reputation is completely fine too, so still not sure what's going on. Contacted support even more times and still nothing.

Hi there,

No one in the forums can respond to any enforcement related items, which these would fall under, other than an Enforcement Team member and they don't use the forums.

If the system does not permit the photos to be used, they should not be posted in the forums. General rule of thumb, when in doubt - don't post/use it.

The 1st photo was the main concern. I wanted to know how it violates the community guidelines even though it's not profane. When I talked in support, even he said he was genuinely confused about it. Also, I'm curious; can I file a case about the issue? Or
is it not possible?

This has been going on for about two weeks now. I attempted what you said. I contacted them through live chat and phone. Live chat went through with me on uploading photos from the Xbox, Phone, and PC apps. Still nothing has changed.

The phone support told me that it could be an issue with being an Xbox Insider member. I posted on the subreddit: https://www.reddit.com/r/xboxinsiders/comments/9iwsf8/custom_gamerpic_verification_taking_forever/

Xbox Insider: " this doesn't appear to be an Xbox Insider issue."

So now I left with going back in circles to figure out what this problem is.

Microsoft has temporarily disabled custom picture uploads for Xbox Live, including gamerpics and club images, to help it "streamline moderation"
and support the community -- in other words, to help its staff keep up with a surge in demand from people staying at home.

Xbox wire's website should have a post if there are any updates of when profile pictures will be re enabled.
