Cross gen call of duty Cold War not updating

From what I can tell, to access the Series X version of the game, you need the Cross-Gen bundle...once you buy that, you should then be able to download and install the Series X version. Without the cross-gen bundle it will, presumably, just install the XB1 version

Normally what would solve problems with download being stopped would be what I suggested above, since you've already tried resetting the console to factory defaults, and also clearing the cache. Anyway, the game works fine on your Xbox series x as informed by you. Do you have problems installing other games on your Xbox one x?
