Win 10 already up to date

already trys the command line add-appxpackage -register "C:\Program Files\WindowsApps\*Store*\AppxManifest.xml" -disabledevelopmentmode

and get this wrong message

of this package is already installed.

Thanks for your post. This error seems to be caused by an issue with your copy of Windows 10. To troubleshoot this, try reinstalling the latest Windows 10 Update. To do so, visit:
Settings>Update & Security>Windows Update>Update History>Uninstall Updates. There, you can select to uninstall the latest update, confirm the uninstallation, and restart your PC.

After your PC has restarted, visit Settings>Update & Security>Windows Update>Check for updates and allow your PC to install the update.

There was as emerging issue for the Forza 4 which when you try to launch the game, you will get an error : 0x803F8001 or 0x82D40003 . You can try again after a couple of hours.
