Could it be possible to have a Xbox 360 emulator app?

Because the 360 hardware is not inside the Xbox One?

There is a chance that an emulator could be released, but emulators are unreliable.

CPU is going to have trouble emulating at an acceptable speed code written for a 3.2Ghz in-order PPC CPU with a custom vector unit.

In either case, yes, its very much possible.

It takes a rather hefty Sandy Bridge/Ivy Bridge to emulate a PS2,
and the emulation is neither perfect nor does it work for all games. It's taken years to get the emulator into a usable state.

There's a difference between "possible" and practical. It is not practical to emulate a 360 on an Xbox One given that less than 5% of gamers used the original Xbox emulation on the 360. Making it "possible" would require resources well beyond anything "reasonable".

xbox 360 games dont work on pc, they only work on xbox one as they a wrapped in an emulator designed to run on the xbox one, they could port the emulator over to pc but i don't think they have any plans for that yet as they could just use xcloud.

That is very helpful actually I didn't realise that buying some DLC is not possible though Xbox 360 emulation on the Xbox One. With this is mind, if I were to buy the DLC content on a standalone Xbox 360, would I be able to play the DLC (bought on the
Xbox 360) through Xbox 360 emulation on the Xbox One?

They tried that for the backwards compatability on the 360 so you could play original Xbox games, huge amounts of work for very little reward. Plus it's not just one app, they had to create multiple emulators for different games.
