Is it normal that Cortana is not available in French on Xbox One S yet?

Forgiveness if my English is bad, I am French

Cortana not working with FR-fr language on XboxOneX

Cortana used to work with my Xbox One OG or even S, however since I have XboxOneX, Cortana cannot start and use FR-fr language for some reason. Is this expected as Cortana is now withdrawn or a bug to be fixed ?

CORTANA FOR ITALIA

When i try active cortana on xbox one s it say me that not availe for my region setting , when cortana will be avaible for ITALIA ????

Is there still a support team or any support on Cortana ? Did Microsoft withdraw also Cortana after withdrawing Phone & Mobile ?

I would really like to make it work again as it was one of my favorite feature !

I went into settings and changed it back to 'xbox' instead of 'hey cortana' as soon as it got changed to cortana. it still works as well as it always did, which was never great. microsoft won't admit to abandoning cortana. but they certainly abandoned
Kinect. as of September 2018, there is amazon alexa integration with xbox. which should give you an idea how invested microsoft is or isn't in cortana on xbox. I don't have an xbox one S, but I don't even think it has cortana.

Update: I tried switching to Cortana and saying "Hey Cortana, Xbox On," "Hey Cortana, turn on," and "Hey Cortana, turn the xbox on" several times and none of those commands worked. They used to work perfectly with Cortana on my old Xbox.

At this point, I think there is either something wrong with my machine or that the Xbox One S does not support "Xbox On" commands. I think maybe the Kinect microphone is not active when the Xbox is off. Perhaps a problem with the implementation of the USB
port or the Kinect Adaptor.
