Coping downloaded games to n new hdd

The console has a storage management in the settings, where you can copy or move the games on the console from one HDD to another.

Depending on the reason for which you wish to copy the games, you might keep in mind the following:

If you just want to upgrade the HDD to a larger HDD, and use the new HDD on the same console, there is nothing you need to do. Simply copy/move the games to the new drive, and you're done. Everything will work as before.

If you intend to use the HDD on a different console, be aware that in that case you'll either have to be online on that console with the account that bought these games, or the "owner" account that bought these games has to set the console as their "Home
Console", so that others can play their games.

I already have an external now but it appears to be damaged so now I want to copy all my digital games from the old drive to the new one so that will work the same then?

if you mean digital games from the store then yes you just plug in your external drive then goto manage game and add ons and choose to copy or move to the external drive etc.
