In general, it's unfortunately not possible to play locally with two separate consoles, while restricting online game access. Some games might also require an Xbox Game Pass Core subscription.

If you disable multiplayer in the Xbox settings, no exceptions can be made: all forms of external communication will be forbidden.

To be extra clear, I'm not curious about COOP in general, but couch coop in specific - two people playing seated next to each other with controllers plugged into the computer. Is that possible if the title supports couch/local COOP (e.g. 'It Takes Two' supports local coop on an Xbox console, so does the PC game pass version support the same feature?)

So when you say that you are trying to play multiplayer do you mean local multiplayer where two people are playing coop next to each other or are you trying to have a guest sign in and play online multiplayer?

Launch the game using controller 1 > Go to the game menu to play local coop > you'll be asked for the second controller now just follow the prompt.

Yes you can add two, yet with some limitations. Both players will need to be logged into separate accounts, and both can be used to chat with others in an online party chat. However, the two players on the same XBox 360 will not be able to hear each other's
voices in the party chat. This is due to Microsoft disabling local chat on the Xbox 360. Other party members will be able to hear both players, however.
