Continous Unauthorized Billing

I have two Microsoft Accounts. Neither of which have any subscriptions on them last month or this month. However, I am continuing to be billed $10.49 from a Microsoft PC 1 month MSBill Info WA. I have removed my debit card from the account but this forced me to cancel my Office 365 subscription which I did not want to do. I have tried everything to speak to a human about this but continue to be routed over and over and over again to computers. I spoke with someone on the phone the other night who told me he would send my info to the Xbox support group but nothing ever came of this either. How do I permanently stop this recurring amount every month? This is completely illegal and unauthorized and I cannot ask my bank to refuse payment of it every single month because I am unable to talk to a human about the issue.
