Constant prompts to update Movies & TV and Microsoft Store every few seconds.

Starting on or near December 14th, 2020 my I started getting prompts to update the Movies & TV app. I clicked on Install and it started to install, but got stuck at 0%. I cancelled the install, and was prompted again. Again it got stuck. The prompts continued
unabated and regularly forcing me to the install screen regardless of where I was. In the system settings? The prompt would port me back. A game is loading? The prompt would port me back. This constant prompting makes it very laborious to do any troubleshooting.
I found that I could play a game, but it would prompt a few times during the game load until the game took over and the XBox could no longer open the install prompt.

Looking up a solution, I came across many suggestions to multiple questions about a similar situation. The common suggestion was to clear the cache with a soft reset by unplugging the power cord, waiting 30 seconds, then powering up the console again. This
cleared the problem for about 5 minutes, then the update prompts resumed.

The next suggestion was to restore to factory defaults while keeping the games and game data. Again this cleared the problem for about 5 minutes, the the update prompts resumed.

After dealing with the prompt madness for a week, I decided to try the nuclear option and restore to factory defaults clearing out everything and starting over. After the console was setup, the prompts started immediately.

Further suggestion are to have the XBox serviced. I find it extremely hard to believe that a hardware issue is causing the software problem. All other downloads work fine, EXCEPT for these 2 apps.

Does anybody know how to fix this app stupidity?
