Console turning on and off independently without pause.

My Xbox 360 has been having an issue of turning itself on and off in rapid succession every time it is connected to power. At first I thought my roommates were failing to shut it off, until I saw it turn itself on. When I turned it off, it turned back on
a few seconds later, and after repeating twice more I unplugged the power source. Now, as soon as I connect it the an outlet it begins to rapidly turn itself on, off, on, off, without stopping for more than 3 seconds. It's not warm at all so it's clearly not
overheating, and the power supply was replaced with a new cord less than a year ago. It is situated behind two televisions, but continues to have the issue when both are off, so I don't think it is caused by static discharge. Can this issue be solved with
a simple fix at home, or must I take it to a professional to repair? Or, at a last resort, must I throw it out.

No option to automatically turn on/off TV?

It works via IR blasting. There are settings for it, you should be able to alter these independently for TV and audio receiver. It may be that the setting for TV is currently at 'do nothing' when turning on/off the console, but it needs to be on Toggle.
You would find this within the Settings on the console.

Resuming Downloading

So I can turn off my console and move it if I pause the download first? What if I just turned it off without pausing?

Which kind of Xbox 360 do you have? Is it the original style with the removable faceplate? If so, pop the faceplate off and clean around your power button carefully. If you have the newer version of the Xbox 360 that has the touch capacitive button, be sure
to wipe that down and clean the front of your console. You should also try a different outlet in your home to see if that helps any.

If none of that works, your console may be in need of servicing. If that's something you'd like to explore, you can do so via the
Online Service Center.

This error occurs when updates are paused and the xbox is turned off, a solution would be to disable the background download and turn off your consoles instant start, and then install the what you wanted to install without your console turning off.

This is ridiculous. I have the Kinnect on my Xbox One X for Just Dance and basic voice commands like OP for Play/Pause. But I cant can into the Cortana settings to disable it without completely turning off Kinnect. Resetting the console won't fix the problem.

The only way you can COMPLETELY turn it off, is to unplug it. While the console is on, you can only pause it. Which means it's still on. And when the console is off, The kinect is still on.
