When I click IE App, An Error Message Pops up and says you are not connected to the Internet, and tries redirecting me back to the Connection Settings.

Sounds you didn't have a chance to connect your X1 directly to the Wifi.

Can you tell us what happens if you try to open the IE on your X1? Does the webpage appear?

If not, try to insert the web address to the IE on your X1

It could be an easy fix to this, (if its possible) or a fix which involves where you have to reach out to your college's network administrator to find a solution (if this is possible).

First of all, if you sing in to the Internet/network from your web browser, then this is not possible from your Xbox. What you have to do is to connect your console to your computer and use its Internet connection.
Here's how! If you have third-party firewall installed on your computer, make sure you turn it off while using ICS. Two network cards (NIC) are required for this option.
