Connecting through hotspot

Just got a One x and am trying to install games using my Verizon jetpack. I have unlimited data so that is not an issue. The status display for the update does not show any change in the amount of data downloaded, but when i go to to the bandwidth
usage page under network settings it shows a constant transfer. The console is up to date and nothing else is downloading. It isnt even installing from the disc.

It could be an issue with your hotspot on how many other devices you have connected, I would suggest using Broadband connection or a Wifi connection from an ISP. Hotspots can incur some problems when trying to download and connect as they arent reliable
at times

Depending on the amount of data used, it could just be idle activity on the console. When the console's doing "nothing" it may actually be connecting with various servers like the xbox live friends server or a server that shows ads like the various ads on
the home screen.

It could also be installing updates for games and apps if you have "keep my games and apps up to date" enabled in Settings > Power.

I don't plan on doing any multiplayer, i just want to play the games. Is the console prioritizing it's own data usage over the game download?

Wireless. Tried personal hotspot through phone and through my 3 home hub

it says connection is fine?

If your Xbox can connect to your Hotspot, the game should download. Do be warned though that if you're using a Mobile Hotspot, downloading games can eat through your data.
