Confusing store

Im trying to buy the wizards tower dlc for oblivion on the xbox one. When i try to buy it through the store it tells me i need to sign in to a profile to proceed. I am signed in and have bought all the other dlc for the game. I tried to buy it through the game itself as it let me buy the orrery this way but instead, it charged me the amount it costs and its in my billing, but i cannot download it and the store says i do not own it.
