Complicated Region Question

I'm a US service member stationed in Germany, for most things on the internet we are considered to be still technically in America. For example, our IP addresses reflect us physically being in America as opposed to in Germany. I recently purchased NCAA Football
14 without issue, and everything went smoothly with the download up until about 80% and then the download failed. This had previously happened to me with EA Fight Night, though the second time I tried with that game it worked without issue. However, now no
matter how many times I try it, the download fails at varying stages.

First, my harddrive is almost completely empty so I know that space is not an issue. Second, upon inspection of the 'games' section of my hardrive I see that NCAA 14 is listed and an incomplete download with 6.8GB of space occupied, which should be 100%
of the download.

Is there a way I can simply resume downloading from the incomplete file, as opposed to starting new every time the DL fails? Am I pretty much hung out to dry here?

Blu-Ray/DVD Player Region Question

I have a little complicated question and I would like that someone that is really sure about it tell me the correct answer:

I am living in Europe: Blu-Ray Region "B" and DVD Region 2

I am moving to South America: Blu-Ray Region "A" and DVD Region 4

When I migrate my account, change my console preferences, and bla bla bla...... The region of the Blu-Ray Player will be changed also? Will I be able to play DVD MOVIES
that I buy there? Or is it like old consoles that I have to sell it here and buy a new one in the new place?

Trouble with NTFS/PAL

I Know but is funny that I can download stuff from japan, USA, Canada,.. everywhere but I can't download a game with other region?? Is sooo complicated?Or is just for money? and FYI the next gen is NOT region locked

 

Even though youbare technically in the US the system will see you as being in Germany so you will continue to run into issues downloading region locked games.

 

When you say you are seen as a us connection do you mean you are runing a us VPN?

If so that would be the cause of the problem

You need an actual us connection not a VPN nor can we tell you how to bypass the filters

The only connection outside the us that is an actual us connection which is only something like a dod connection which does not use a VPN

 

Using a VPN isn't legal especially in Germany which is actually strictly controlled by the Usk

 

Other us military members found they are using german connection and vpns don't solve the issue FYI it just causes more problems as they may look like its a us connection but will fail before the finish therefore you get billed

The only way to get content is by having a matching region and account region
