Commutation Suspension was lifted but communication abilities still don't work

It sounds like you have a console suspension. We are unable to comment on any Enforcement actions taken against accounts or consoles. If you have an active account suspension or a permanent suspension from within the last 12 months, you can submit a Case
Review to the Policy Enforcement team. For a console suspension, you should have an email sent to your Microsoft Account email detailing the suspension.

please comment on this with advice or solutions

I was communication banned until the 7/31/2017.. that suspension is way overdue , and should have been 'lifted' but I still can't communicate with people/friends , and I don't have a current suspension or anything like that, is there any way this can be
fixed ?

If your suspension is up and you still cannot communicate try removing the account from the console, doing a hard reset, and then re-adding
the account.

while signed-in. You also have the option to check in with the phone or chat support team through the
Contact Us page to inquire
if there is an enforcement action still on your account and for how long. They can't assist with enforcement actions, however they should be able to let you know if there are other actions on your account.
