Unfortunately not having an Xbox Live Gold subscription is basically like if you're are playing offline. Without a paid subscription you won't be able to play any game online, not just Gears of War 4. Although the Horde mode cannot be played while offline,
you can still play the campaign and host a private multiplayer match on LAN against bots (A.I.) while offline.

In the home menu, select "versus" and then "play on LAN" then select "Host" to create a lobby. From there you should be able to select your match settings and preferences and then set up the bots.

Thanks for getting back to us, sorry to hear the issue is persisting. Your network hardware or firewall might be blocking communication with the Xbox Live servers. If you’re connected to a home network, you may need to open ports
on your network hardware yourself through port forwarding.

Open these ports on your router or gateway so that your network hardware can communicate with the Xbox Live servers:

• Port 88 (UDP)
• Port 3074 (UDP and TCP)
• Port 53 (UDP and TCP)
• Port 80 (TCP)
• Port 500 (UDP)
• Port 3544 (UDP)
• Port UDP 4500 (UDP)

Give it a shot and let us know how it goes
