COD Cold War - Start Up Graphics Pixelated?

That must be the reason why you're having that issue because you're using the Xbox One version which runs via backwards compatibility on Series X/S console. The Xbox Series X/S version of the game is only included on the cross-gen bundle.

That shouldn't be a problem with your console if your other Xbox One games work fine.

Let's make sure first that you have installed all the contents for the said game.

In My games & apps, highlight a game (but don't select it).
Press the Menu button on your controller, and then select Manage game and add-ons.
Select the game in the upper-right corner of the screen.
Choose Manage installation on [drive name]. This displays a list of items, including the base game and any available add-ons or game features.
Note Items listed under “More add-ons” can't be installed. Instead, they are owned items that automatically become accessible when in-game.
Select the tick-box for each item that you want to install or select all.
Select Save changes.

That should start installing missing contents of the game.

If we're still getting the same issue, try to clear your game's data.

Press the Xbox button to open the guide and then select My games & apps > See all > Games.
Highlight the game title, and then press the Menu button on your controller.
Select Manage game and add-ons > Saved data.
Select Delete all to remove the local save of this game, then follow the prompts.
After you delete the local save, restart your Xbox:
Press and hold the Xbox button in the centre of your controller.
Select Restart console, then follow the prompts.

Thanks for the reply, I’ve checked all those have all that can be downloaded. I have disabled HDR and after numerous restarts I don’t get the issue when that is switched off?

I’ve also seen it’s installed as an Xbox One game and not Xbox Series X like highlighted on the box, nor does it give me an option to upgrade other than payiny £64.99

I’m hoping this isn’t another faulty Xbox and more just software as I’ve not had anything like this across any other games. Only the start up with the Treyarch automation - which is disabled on the PS5 start up.
