"choose how you look on xbox"

I used my phone, tried making new account, clear cache, different browser, but nothing worked.

Cannot proceed from there on no matter what.

Can you fix the issue?

My partner has exactly the same problem. We have tried creating an account on xbox, computer, phones - same problem everywhere. I've been trying to contact XBOX support for a few hours now, but so far with no result.

As far as I can see this is a problem present among other players too, there is a post on the XBOX Reddit where people are reporting exactly the same problem.

I assume that the problem lies with Microsoft, but it is difficult to reach any tech support.
