    DId the sign-in box used to work and only recently started this issue? Or has it never worked?

    Is your Windows fully up-to-date?

    Do you use a 3rd party anti-virus program (Avast, Norton, Kaspersky, ones like that)? If so, try disabling it (Windows includes Defender so you'd still be covered)

    Check Services to make sure they are all there (CTRL-ALT-DEL, then click the Services tab, scroll down)...you should have these highlighted services there:
