Children's xbox accounts

I tried on a third machine (Win 10 Home / 21H2; Chrome: 108.0.5359.125) on a different network - same exact behaviour.

I do not believe that this one is actually a client error. Let's entertain the possibilities: incompetent user and/or server-side issue ;-)

The Xbox family (Android) app showed both kids and let me create Xbox accounts for them with the press of a button.
