It should be working to set up a family on your main console and add both children's accounts to the family there. Also set your "family" console as homeconsole for the children accounts, by logging into the children account on the "family" console and change
the homeconsole setting there.

Some words are not allowed on children accounts, and adults accounts can be allowed but there is always limits on children accounts and not on adults accounts, It is to protect child account holders and to help them be safe online.

Great! If you do go the Family plan - Please keep your Parent account password and Email Known. This will save problems if you need it later. And you will need them later - its just a matter of when, 10 days or 5 years

I tried on a third machine (Win 10 Home / 21H2; Chrome: 108.0.5359.125) on a different network - same exact behaviour.

I do not believe that this one is actually a client error. Let's entertain the possibilities: incompetent user and/or server-side issue ;-)
