Child Profile able to Access All Settings ? ? ?

Thanks for coming to the forums with your question. On the adult profile you can

set up a pass key on the Xbox. Then setting the setting to ask for my passkey, this will make it where the pass key has to be entered for settings. This will block them from some but not all settings. Anything to do with account will need passkey, especially
if changing privacy settings. Other than that you could choose lock it down.

The main three issues passkey helps with is child not accessing parental permissions, unauthorized charges, and allows parent to grant content exemptions.

yeah do what brad says. ive done it before. Also remember if youre setting up on off times with your ISP, a LAN cable can be used to bypass internet security. careful with the lan cable.

If you have access to the security settings for that other profile that you want to prevent being able to sign in (like if you are a parent and that is a child account), then yes you can sign into it and set a pass key on it. But only if you are able to
have access to that other account without breaking Xbox CoC.

What happens when Adult 1 tries to load up the game?

Does it give the message asking if you are sure you own this game or app and if so sign in with the account that purchased it?

When the child account is accessing it is adult 2 signed in at the same time or is child account the only account signed in?

If the child account can access it without the adult 2 being signed in that is very weird.

If not then you want to make sure that adult 2 has that console set as their profiles home console.

Once that is set then all the profiles should be able to play the game without account 2 being signed in.

I believe you should be able to go into the child profile settings and enable it there, I know there are a lot of settings turned off on a child profile versus an adult profile.
