Child account stuck signing in. No error, just spinning. Tried all steps.

Make sure that Passwordless Account and Two-step verification are not enabled here.

Sign in here using the new password.

Then, press and hold the Power button on the front of your Xbox until the console turns off.

Unplug everything from the back of your Xbox.

Wait 3 minutes, and then plug the power cord and HDMI back in.

Try to download your account.

I am having the same problem.. its not an issue with the account. I tried on several Xbox 360's with different XBL accounts. It is a problem on your guy's end. It gets stuck at the security screen with the spinning wheel. The next button and check box
are grayed out, Then the error 80072741 pops up. I can log in fine on Xbox One.. no issues. Please check sign issues with 360.

If you’re receiving this error code when trying to sign in with a child account, it may mean that the child account isn’t a member of your family.

Child accounts that aren’t members of a family won’t be able to use the Xbox Live service until they’ve been added to a family. To verify whether the child account is a member of your family, sign in to your Microsoft account and see if the child’s
account is listed on the Your family page.

Sign in to your account

If the child account is a member of your family, go to the next solution. If the child account isn’t a member of your family, you’ll need to add them so they can sign in and use Xbox Live. For info, see:

Make sure that your privacy settings are set so that the child account can sign in. To do so, have the child sign in to their account at www.xbox.com. Then, when prompted, the adult account associated with the child account should sign in to www.xbox.com
and give permission for the child account to sign in to Xbox Live.

Tried to create mine today and I get stuck on the same step. Different country (Portugal) but same issue. It just gets stuck approving the payment and eventually responds with an error.

I would hate to have you repeat anything, and I know you said you know of what error it is. I seen what you typed here, but, you stated you tried to sign in and give permission, but not what is listed in the solution.

Did you try these steps in order?

To resolve this issue, have the child account sign in to Xbox.com.

Then, when prompted, the parent account associated with the child account should sign in to Xbox.com and give permission for the child account to sign in to Xbox Live.

I would suggest if this does not work, maybe you can contact xbox support via the number again, if they do not know, ask them if someone does, if you can speak with that person.
