Are you still experiencing issues with chat? If so, we first recommend signing in at enforcement.xbox.com to see if your account is suspended or your Xbox is banned from Xbox Live. Depending
on that, it could be why you can’t send messages. If your account and console are in good standing, sign in at account.microsoft.com. Go to Security > Update your security info and
supply any needed details. Then, on your Xbox, sign out, and sign back in.

Since I was with this same problem I was in a chat with a person from Microsoft and he helped me to fix this problem and now there is no longer this chat is just for me this?

You too huh? EVERY SINGLE PERSON on my friends list tell me they also have party chat problems. I also have these party chat problems. Most people I talk to in online games tell me they also have these party chat problems.
