    are you referring to Xbox Live Party chat, or in game chat, because they are 2 different things.

    Check the Xbox Live service status

    If you see any alerts here, wait until the service is up and running and try again:

    Xbox Live Core Services:

    Can’t hear the other person or the other person can’t hear you after joining a party

    Note Bluetooth does not support any attachments such as headsets, chatpads, or the Xbox Stereo Headset Adapter. If you’re using a Bluetooth-enabled headset, try a wired connection, or try connecting using the Xbox Wireless Adapter for Windows 10.

    If you can’t hear the person you’re trying to chat with or that person can’t hear you after you join their party, try the following steps:

    Check that your headset is on. Press the Xbox button to open the guide, then go to System > Settings > General > Volume & audio output, and then make sure that Headset mic is switched to On.

    Make sure that you’ve joined the party chat from within the party window.

    Check that your privacy settings allow communication with everyone:

    Press the Xbox button to open the guide.

    Select System > Settings > General > Online safety & privacy > Privacy & online safety > Xbox Live privacy > View details & customize > Communication & multiplayer, and then make your changes.

    See if the person you’re trying to chat with is muted. To unmute, do the following:

    Press the Xbox button to open the guide.

    Select Multiplayer > Party.

    Select the party to expand the party roster.

    Choose the person you want to unmute.

    Select Unmute.

    Make sure that your controller firmware is up to date.

    Troubleshoot your accessory:

    Headset: Try using a different headset (one with the same connection type, or earbuds) with your controller and with another device such as a smartphone or an iPod. If you can hear audio on both, your original headset might need to be replaced. For Xbox
    headsets, see Device Services. For third-party headsets, check with the retailer or manufacturer for additional troubleshooting, warranties, and replacement info.

    Xbox Wireless Controller: Try your original headset with a different device, such as another Xbox Wireless Controller or your smartphone (or any device with a 3.5mm jack or wireless connectivity). If you can hear audio, your controller needs replacing.

    To check whether your controller is in warranty, go to Request an Xbox controller replacement.

    You can also try these tips:

    See if you’re experiencing network latency or other network issues. To do this, check the detailed network statistics for your network. See Network settings on Xbox One.

    Try the steps in the Xbox One Multiplayer Game Solution.

    If your issue is still unresolved after trying all these steps, submit feedback to Xbox via your console.

    Getting echo when another person talks

    If you’re getting a lot of echo and are using Kinect as the speech input device, you’ll want to run through the Kinect calibration process. Here’s how:

    Press the Xbox button to open the guide.

    Select System > Settings > Devices & streaming > Kinect.

    Choose Kinect doesn't hear me.

    Follow the onscreen guide to recalibrate your Kinect.

    Not recognized by Kinect when you talk

    If you’re not seeing the green Kinect orb animate when you talk, you may have Kinect chat turned off. Connect your Xbox One Chat Headset, or try these steps:

    Press the Xbox button to open the guide.

    Select System > Settings > Devices & streaming > Kinect.

    Select the Use Kinect microphone for chat checkbox.

    Note This is a system-wide setting, so turning it on here also enables the Kinect microphone for games and Skype.

    Party chat audio comes out of TV when headset is connected

    If you’re hearing party chat through your TV speakers even after connecting a chat headset, you may need to re-associate your controller with your profile.

    Press the Xbox button to open the guide, and then select Sign in.

    Select your profile, and then select Switch Profile.

    Game or app audio becomes inaudible during voice chat

    If your active game or app becomes quiet or inaudible when you're using Kinect in party chat or on a Skype call, your Chat mixer may be set to focus only on the conversation. To adjust the level of sound while communicating, adjust the Chat mixer settings:

    Press the Xbox button to open the guide.

    Select System > Settings > General > Volume & audio output.

    Select Chat mixer, and then choose one of the options.

    Have you checked the game's chat settings? In some cases it may be disabled or set to xbox group chat instead of in-game chat.

    Default setting is party chat. I have followed advice to switch settings from open mic/party chat to push to talk/game chat. I tried this several times, saving settings then exiting game, reloading game and switching settings back to open mic/party chat.
    Nothing has been successful.
