Sorry to hear it. Unfortunately you cannot transfer anything from one gamertag to another. This included game progress and achievements.

As for changing the tag, if the one you want to change it to is available then you can change it. However, there is a charge to do so.

It can take some time for the servers to fully update. If it doesn't update within 24 hours, contact support. You can request a call back or chat with support at http://support.xbox.com/contact-us (If you don't see those options, change the category/topic until you do. Billing & Subscriptions and "I don't recognize a charge" usually work).

If you were to file a claim with your card company without speaking to Microsoft first, that can be seen as marketplace theft which can result in a ban.
