Changing my Region from Brazil to the US

A few years ago, my xbox live account was hacked by someone in Brazil. They bought a few games, changed my password, and set my region to Brazil. I contacted xbox support and had them remove the charges on my account, I changed my credit card, and when
I asked them to change my region back to the US, they told me that they can only do a region change once per year. So I had them refund my xbox gold, I had them put a lock on my account, I packed up my xbox 360, and haven't touched it since.

A few months ago, my roommate got an xbox one with a few games, so I downloaded my live account onto his xbox one, and all of my achievements were in Portuguese. I contacted xbox support again, had them change my region to the US and remove the lock. My achievements
are still in Portuguese. Every time I try to do a region change on xbox.com and click next to actually change it, the button doesn't work. I'll click it, and nothing happens. I've talked with support chat a few times since then, and each time they've told
me that my region says the US, despite both the billing and the region change pages being in Portuguese. I checked Microsoft.com and it says I have three separate accounts, one of which is Brazilian. I tried to get them to help, but they have either just dismissed
it as being an issue that xbox support would have to deal with, or said it was flat out impossible to switch the region or delete the account.

Any help or advice with this issue would be greatly appreciated.

I resolved my problem changing my Xbox Live region to Brazil, in "My Account" >> "Change my region" on the site Xbox.com.

Just to be sure we understand the situation:

1. You're saying that you live in Brazil and your account region is set to the US. You now want to migrate your account region from the US to Brazil?
   
2. If so, then have you looked through our
   change the region of your Xbox Live account support article and ensure that you don't meet any of the conditions that could prevent you from changing your region?
   
3. Also, are you sure you're completing the process properly by following the steps in that article?

Sorry to hear it. However, this does seem to be a billing issue which only phone support can handle. I'd recommend contacting them again and asking for help. If the person on the phone says they can't then ask them to escalate it.
