Changing my online safety settings does not effect me.

Before I describe my problem, I would like to make it clear that I have not been using a child account. I also tried attaching a parent account to it anyway and modifying the settings, and had no better results. I am able to change the settings, and it will
say that I have, and yes: I am clicking Submit.

I would like to chat with players in Minecraft: Windows 10 Edition. I am able to join servers, realms, and everything else. However, I am completely unable to chat. I went to my online safety settings and set everything to allow/everyone. When I join the
game, I still get the same error every time:

"You can not chat with other players because of how your Microsoft Account is set up. See instructions for reviewing and changing your privacy settings at aka.ms/MCMultiplayerHelp."

I have visited that site countless times. I have followed the instructions countless times. I have pressed Submit countless times. It says that I have all of my settings on allow/everyone, as it should be, but I still constantly get that error.

I have also noticed that I can not message my friends. It never sends my message and always gives me the error, "An unexpected error has occurred. Please try again later."

Everything worked fine before I changed my settings at all. They worked great with the default settings. Now, it's all just messed up.
