Change xbox one to Xbox one S credit card does not work

When i changed my xbox one to xbox one S and i tried to paid a skin, the paid was denied. I'm using the same credit card. Please i need help

Failed purchase

I try to purchase bo1 on the xbox one and it does not work, it says your purchase cannot be completed at this time. Help! and I am paying with credit not gift card.

To purchase a Xbox 360 game on the website or Xbox One, you need a valid payment option such as a PayPal account or a credit/debt card.

Xbox 360 does not have this requirement and can use credit directly, like the Xbox One can with One games.

Microsoft account and billing information on the account. Another step, would be to remove, re-add the payment instrument, and

verify the region for the payment instrument, console and Microsoft account.
