Change of xbox tag on windows 10

Hello, i've never had a xbox and xbox live account. Yesterday i've downloaded a Killer instinct and it logged in automatically with an unknown for me account. Ok, i thought that it was created automatically. BUT when i was about to change this tag, it said
that i already changed it once in the past, and now i have to pay for that. But wait, how is that possible, if i never had a xbox? is that a joke?

How can I change the player's tag if I am in Belarus? I use XBox app on Microsoft Lumia 650 with Windows 10 Mobile.
