Change Associated Microsoft Account for Gamertag

I have tried multiple times to change the Microsoft account that is associated with my Xbox Live account without any luck. I have followed the guide on this website and the error message I receive is:

"Sorry, there's a problem with the Xbox service. Try again later. For help with this problem, go to
www.xbox.com/errorhelp.

Status code: 8016FE6D"

After referring to that error, here are my answers to the possible problems it lists:

- I believe the Xbox Live account does NOT have a past-due balance.

- The associated Microsoft account is NOT deleted or expired; it can be accessed without a problem.

- I believe the Xbox Live account is NOT flagged for unauthorized access.

- I currently have $1.72 on my Xbox Live account, but I don't see why this would be a problem as when trying to change the associated account, one of the warnings states, "Money in your account won't go with you to your new account." I also don't see how
I could get rid of that money if it does somehow pose a problem as there probably aren't any games that cost such an odd price.

- The Microsoft account I am trying to move from is NOT under 30 days old. In fact, it's more than 8 years old. The Microsoft account I am trying to move to is also plenty older than 30 days.

- The Microsoft account I am trying to move to is NOT associated with another Xbox Live account. It is also NOT associated with a billing account.

Other information that may be helpful is that neither Microsoft account has ever had a Gamertag change, my Gamertag has NOT been downloaded to a console within the last 30 days, and that I do have an Xbox Live gold membership (no other subscriptions) on
my Xbox Live account.

Side note: I'm wondering why this MUST be done using an Xbox 360 and is not a function on the Xbox One console or Xbox website itself. I just find that weird/lazy.
