    This is a support forum, so if you're having an issue, we can help, but for issues like this, having a support case would be the best way to go through official channels. What they might have asked you do to is submit your ideas to the
    Xbox Feedback site, here. It is also the Insiders community, but that would be the best way to get your idea seen by the developers of Xbox Live.

    Sorry, but here we will not be able to assist or have any influence in getting that implemented.

    Thank you for letting me know. In this case, you may have access to the DLC through sharing or through Xbox Game Pass.

    Without the transaction, we can't validate the license for the DLC.

    The DLC is account based, so only the account that bought it has the licence. Although DLC should be game shared in most if not all cases, so if your sharing it should be. Are you referring to game sharing?

    Here is the possible issue with your situation directly from Bungie (the publisher of the game)

    Sharing Destiny Content with Multiple Accounts

    Some platforms may allow players who own Destiny content licenses to share game content with other accounts on the system.

    For information on how to access game sharing features, please see PlayStation Support or Xbox Support.

    Players accessing Destiny content through the game sharing feature may not be able to access all DLC, add-ons, promotional items, or pre-order items for which the primary account owns the licenses.

    Bungie does not support any issues with loss of access to items on accounts that are using the game sharing features to access Destiny content.

    So in short there are certain Destiny 2 DLC that is not sharable.

    If the base game is all working through game sharing, then unfortunately the publisher has made the DLC specific only to the purchaser of the DLC.

    Some Publishers are not allowing some DLC to be shared, and they need to be purchased individually.
