Car pass won't install on pc

1. Click Start and click Settings.
2. Select Update and Security.

The availability of products purchased from Windows Store may vary depending on one's region. Kindly ensure your device region is the same with the region set on your Xbox One console.

There was an update, but it didn't fix it the problem. The region settings are already the same, and resetting the cache didn't fix it either.
