Can't use Xbox insider program b/c of past suspensions

Xbox Support and the Support Forums cannot assist with suspension-related issues.

Everything about suspensions are solely dealt with by Xbox Enforcement, and they are especially not known to delete records for one's convenient entry into the Insider program. More information can be found on their website here: http://enforcement.xbox.com

The Xbox Insider Program requires you abide by Microsoft Services Agreement (which includes having a clean Enforcement record), as well as other program-specific criteria on top. If you do not meet these requirements, you ultimately won't be able to join
the program.

That suspension has long been removed, way before I cared enough to get back on the console. Yet it still doesn't work, sounds like the suspension wasn't released correctly and my console is still messed up by it.

Again, this sounds like a console suspension, not an account suspension. Have you checked your email for anything from Enforcement?

Case Review to find the reasoning for the suspension. Console bans are not eligible for Case Reviews.

In order to be able to be in the Xbox One Insider Program and participate in any early access programs through it. You would need to be without any Enforcement actions within the last 12 months. This is a requirement to access the insider program and any
programs or privileges therein. So there isn't anything that can be done in this case. Since you mentioned you had a previous suspension, you'll need to wait until 12 months have past since the previous enforcement action. You should be able to check your
past history and find that date on enforcement.xbox.com
