Cant use my paypal anymore!?

I cant purchase anything with my payal anymore? I have money on my paypal and ive bought lots of games and dlc with my paypal for years now. I havent changed anything, my billing address is the same. Ive deleted and re added my paypal to my xbox account.
Why do i keep getting the error 80167611? Ive read through the billing support and tried everything. Whats the deal???

I`m in the UK I wanted to get some points tonight and get the same, paypal is the best way to go if you cant use it anymore its no point in me using my xbox any more...;-(

For me its easy to just buy points with paypal from my PC not having it is just putting me off my xbox now....

I figured it out thaanks to a fellow ambassador. You cant part pay for an item using paypal. So i cant use whats left in my MS account balance and then put the rest on paypal. So its now downloading

you cant use prepaid cards as forms of payment on xbox. use it on your paypal, then buy throught paypal

What if you have moved to a different country, i believe its unfair that i lose all my Gamerscore, all my downloaded content, arcade games and all that. It cant be that hard to change account regions or moved all my files to another account? Why should i
lose everything just because i moved to Britain. i cant use my American card anymore since o got a new one in Britain which means i cant buy points, my Paypal wont work either so im forced to make a new account. Because i want to get the Egyptian civilization
pack for Aoe. I cant even download most things anymore due to my region being in American and cant download if your outside that region.
