Cant use mic on windows 10

I recently bought another xbox to use alongside my first one with my brother. I mirror one to my laptop and the other runs on the tv, I have both plugged into the tv to be able to switch hdmi channels and setup the xbox streaming initially.

When I use my xbox controller plugged into the xbox and turn on the streaming service my mic does not work inside of games and only works in parties. My hope is to be able to play fortnite with my brother and communicate through voice chat. Xbox's both work
with mics when connected to separate displays through hdmi, just having an issue with streaming.

I have power cycled the system, tried different headsets and controllers, different usbs, different network connections, different consoles entirely, different profiles, different accounts within the games themselves.

Both xbox's use different accounts and both have the exact same system settings except the one with a wired connection works and the other does not. Both systems also have separate xbox gold subscriptions.

Sometimes the issue seems to be stuck on one console because once we tried switching xbox's and suddenly the mic worked while streaming. Then it stopped.

When we get in a lobby of fortnite with the streaming xbox the game always let's the mic work for one second and then it stops.
