Can't upload clips on PC

recommend making sure that
Windows 10 is up to date. If this does not resolve the issue, we suggest performing

a clean boot. A “clean boot” starts Windows with a minimal set of drivers and startup programs,
so that you can determine whether a background program is interfering with your game or program. Be sure to let us know the results!

I got some clips in Modern Warfare on my PC and tried to upload them to Xbox live, but every time I hit upload, it'd get to 98% then the whole Xbox app would close. Can anyone help?

Are you seeing an error message? How long are you letting it wait once it stalls at 98%?

No error message, and it doesn't stall, it just closes the whole app.

I just tried both and neither solved the problem, the app still closes every time at 98%, and I've tried uploading multiple videos

No ONLY my screenshots and a small handful of clips are uploadable the rest of my clips are not uploadable. Microsoft discontinued uploading clips from the PC companion.
