cant unistall add ons

when i start fallout 4 it loads up and im at menu i load a game. it gives me a warning that not all data is availbe to load game. i go back to menu and check add ons but all add ons say they are not installed. i go back to dashboard menu and go to manage
games over fallout and look at whats installed and all dlc is installed. im thinking it doesnt recognize me and will only work under a certian profile but this is my only profile and ive played this not even a week ago everything functioned. so i try resetting
xbox unplug and replug dose not work i try unistalling dlc but when i do it does nothing and dlc remains on hard drive cant seem to delete it for some reason. so i will hit uninstall all and maybe that will get it but no all it does is delete updates and all
game disc data around 32 gb. i have re downloaded main game several times but it does nothing to help with dlc problem please help if have any ideas

Cant play add ons

I am currently trying to play the add ons for TESIV:Oblivion. I purchased them a long time ago and wanted to play them again, but they wont show up in the game although I have them in the memory and I deleted and redownloaded them. The only thing is that
I am not connected to Xbox Live, which is the only thing i can think of that may make them not work. But this game has no multiplayer or online feature so I dont understand why I cant play the add ons.

Did you originally purchase it using a different console or account?.
Cant play my DLC.
