Can't take screenshots, all resets tried and no effect

Hi, I am having a consistent problem of not being able to take screenshots. Whether I press guide+Y or manually hit "capture screenshot", it simply won't take the screenshot. Recording works normally. A power cycle restores the feature temporarily, but it always breaks again. I've recently done both a soft and factory reset for separate issues, so those don't fix the problem permanently. I'm more interested in why the feature keeps breaking and requiring a power cycle.

This may seem like a small issue, just do a power cycle every week to get screenshots back, right? Well, the game I'm trying to take screenshots of is Black Ops 4, and I'm trying to take pictures of the scoreboard when I have a really good game. Problem is, relaunching the game (what happens when you power cycle) means you can't view the scoreboard for that game anymore, so I fix the issue but the thing I want to screenshot is gone and it'll never come back. There's no way to know when it's going to be broken either, just that I try to screenshot after a really good match and can't, so there's no way to prepare for this.

I don't know why the function keeps breaking. Obviously all the options available to me (soft reset, factory reset) do not resolve this issue long-term. It's either something with the OS or my Xbox is on its way to buying the farm.
