Can't sign into Xbox 360 emulator on Xbox One

A few months ago I was able to play Black Ops on Xbox One. Recently I tried playing BFBC2 and it said I couldn't connect to Xbox live. So i tried deleting my account so I could re-download it and now it just shows the getting Xbox 360 info and the bar never
fills up and it just says can't sign in.

I tried disabling 2fa and setting my password to 15 characters. When I rebooted my xbox one, i had to re-sign in and starting another 360 game (Mirror's Edge) re-fetched something in the emulator.

That being said, I'm still getting the "can't connect" error if I try to download my profile inside the emulator.

I dug out my old 360 and it could sign into Xbox Live when 2fa was enabled.

 

how non backwards compatible might hurt xbox

I don't seem to know where the people who say "no BC" is a deal breaker. Most people (if not all) who want BC have a 360, so why can't you just play your 360 games on your 360? Microsoft can't just copy and paste the 360 architecture to the xbox ONE. Not
only would building an emulator cost us, the consumer, more money but it would also take up HDD space.

Plus I don't trust Microsoft making a good 360 emulator. The Original Xbox emulator was not that good on the 360. There were many bugs on that emulator. Anyone remember the shadow effect on Halo 2?

I tried this but since I deleted my profile, I haven't been able to redownload it.

 

When I try to download profile, it says checking network status, then either says can't connect or can't sign in.

 

UPDATE*

so I got around the issue of downloading my account by plugging the Xbox directly to the router. Now the issue is when I switch back to wireless, I can't connect to Xbox live in the 360 emulator while being connected on the Xbox One itself.
