CAN't SIGN IN TO REWARDS PORTAL

I AM TRYING TO LOG INTO THE REWARDS PORTAL BUT KEEP GETTING THIS MESSAGE:

So i can't redeem my recent purchases from the Microsoft store

Can't sign in on portal 2

so today I was goin to play portal 2 with my cousin and when I loaded up it said sign in which I thought was odd because it never asked me to sign before so I clicked sign in I waited it kept sayin signing in I tried resetting the game didn't work I resetted
my Xbox it didn't work!? Pls help

If you've never signed up for the program, it is no longer possible join since the program is about to shut down.

As stated in the pop-up on the website, since Xbox Live Rewards is transitioning to Microsoft Rewards, it is no longer possible to join the program, since it is ending.
