Can't set up billing info cause it's in USA format

it sounds like that your account may be connected to the US region. What country is shown in the Country/Region field shown on this link:
live.xbox.com/.../BillingAccountInformation

If it shows US then the account is indeed connected to the US as country, which is why billing info is shown in the USA format.

IF that is the case then you might want to migrate the account to the correct region, but this will have some consequences and limitations so be sure to read it all:

support.xbox.com/.../change-region

If your account is the correct region already and purchases only show up in $ on xbox.com be sure to set the country in the bottom left corner to the correct country

My locale us set to uk but still usa address in billing info. Where else should i change it??

You will want to make sure the region is set up the same on both your profile and the console. Here is information on

changing region on Microsoft account. Also check the region on Xbox.com see if it matches region you are in.

You would want to go to account.microsoft.com and make sure your billing address is for the country that you live in.

So create an account for australia

If you added ms points wouldn't you have noticed that you could only add USA ms points?

All ms points are region locked and to have a USA account on autorenewal you actually need a USA creditcard and billing info.
