Cant send messages

Discus and support Cant send messages in XBoX on Consoles to solve the problem; as the title says i cant send messages i get a "because of past behavior you cant send messages" but i have a perfect record on the enforcement site...     as the title says i cant send messages i get a "because of past behavior you cant send messages" but i have a perfect record on the enforcement site and i never got an email for microsoft for anything related to reports or anything what am i supposed to
    do?

    Xbox Live website not showing my Xbox One activity only 360.

    It does suck. Also,,,who would of thought that you cant send voice messages on xb1

    Hey, guys!

    If you have issues messaging and your
    Enforcement history     is looking clean right now, then you will want to do a
    Skype reputation check    . This will send a security code to your phone, have you input it into the website, and then take you to your account page. After waiting a few minutes, we generally say about 10, you should be able to send messages on your account
    again. You may need to hard power cycle your console first.

    Let me know if this helps out! We'll look into other options of support if you guys are still stuck. Cant send messages :)

    maybe its becouse of the Enforcement actions :) you have to check it

    or Maybe it work again with just restarting your Console

    or if there is any Error message :) please let me know
    I've got the same problem, and it's been around for longer than a year. I want a fix. Now.
