Can't send messages (past behaviour) but Xbox chat says not banned

Hello

I've been trying to send messages to friends on Xbox One and each time it says message sending failed. I then try on Xbox.com and a message appears that states 'you cannot send messages due to past behaviour'. I only setup this account yesterday and have
not used messages, I spoke to Microsoft support via online chat and they confirmed there were no bans on the account so are you able to advise what has happened?

Enforcement action

Hello I've been trying to send messages to people via Xbox live but it says because of my past behavior I can't send messages. But I looked at the enforcement action and I haven't been reported or banned. I was recently reported on September 14 (communications)
and September 20 (harrasment) but the 14 days have already passed. I can play online noe but I still can't send messages or hear my friends in group chats.

Unable to send messages

When I try to send messages to my friends, it tells me my messaging is not working for my account, and when I try to use the xbox website to send it says: "Because of your past behaviour, you will be unable to send messages", but when I go on enforcement.xbox.com,
it says I have a perfect record. Any solutions?

Hello! Im having this problem at the moment and my two suspensions ended at 10 pm and it is about 3 30 right now. I had a comm ban and a xbl ban for two weeks. The enforcement site says they are past suspensions and everything. I can't send messages, comment
on clips etc. I can however send messages on my Xbox 360, any new help would be appreciated!

Sorry to hear you're having messaging troubles on Xbox Live. Do you run into any issues here on Xbox.com when trying to send a message? If not, try removing your profile from your Xbox One and add it back to see if there's any change.

According to enforcement I am not banned, though I still cannot send any private message. It says "En raison de votre comportement passé, vous ne pouvez pas envoyer de message."

which mean "Because of your previous behaviour, you cannot send any messages"...
