Cant run games. PLEASE HELP!!!!

I have a nvidia 1060 4gb, i5-7500 and 16 of ram, my graphic card is perfect as i know, but i cant run games for some reason, i cant even open them, i have tried all, reset the windows store, do stuff in the powershell app, i even reset my ssd drive, the
one that i have my windos, new start but the same error. whatever you find in the forums i have already tried, i need some serious help. If someone that works on xbox or microsoft can contact me it would be perfect. HELP!!!!!!

For example in my account i have the game sea of thieves, i download the game and when i hit launch to start the game these screen appears and does nothing. A friend of mine borrowed me his account to try and launch forza horizon 4 and it does the same
thing but with an image of forza horizon 4, another example, with the game lonely mountain downhill, when i launch it the game starts to run, i see a screen that says "loading..." and then it closes itself, and then randomly an error appears in my screen saying
that i cant run the game for some reasons.

I have my windows with the version 1903 besause im not allowed yet to download the version 2004. I dont know if you need something else

why are you not allowed to download the latest updates, is this a work computer of some sort. besides windows 10 is on 1909 currently, you may need to update to that.
