Can't remote install to Xbox One from app or website

I've followed every guide I can find and it won't work. Instant-on is turned on, remote installs are turned on, console is set as my home console. Under default console, there's nothing there. Yet I can go to manage my Xbox on the app and remotely delete
games just fine, but I can't install anything. I even tried turning all of the options off, fully shutting down the Xbox One, turning it back on and changing all of the settings back. Nothing.
